During
the 6 years the ATRC worked on DoD-DLA contracts
the ATRC completed several projects. These
projects were primarily focused on determining
and solving various problems and issues
related to their business of providing apparel
items to the military services. Our projects
included the following: |
| |
|
| |
| 1.
Manufacturing problems - study issues
surrounding difficult-to-place military
garment contracts of: |
| |
|
| |
a.
the Marine Maternity Dress Uniform
consisted of six items with a very
low-volume demand for each item. The
government had had difficulty in finding
a commercial producer such low quantities.
The ATRC studied and made recommendations
on this problem. — Read
more about it. |
| |
|
| |
b.
the All-Service Maternity Battle Dress
Uniform (BDU) consisted of 2 items
with unusual construction and lower
volume demand. The ATRC assisted the
government with their production needs
to procure these items. —

| |
|
| |
c. solve the quality problems on two
Coast Guard Shirts with advanced construction
techniques and very tight quality
tolerances. — Read more
about it (starting on p.14). |
|
| |
|
| |
| 2.
Recruitment of military contractors
– the government assigned the
ATRC the task of actively recruiting
California apparel producers to become
military contractors. This activity
included the activities of:
|
| |
|
| |
a.
educate and assist apparel companies
in completing the initial steps in
the process of becoming military contractors. —
Read more about it (starting on p.25). |
| |
|
| |
b.
assist one company in an incubator
project to develop from a sewing only
capability to a full package capability
and actually produce military product.
— Read more about it (starting
on p. 23). |
|
| |
|
| |
3.
Assist with reinvention of the government
clothing and textiles supply chain.
This project came to be known as Virtual
Prime Vendor (VPV) and was intended
to make significant reductions in
government inventories while also
improving customer service to the
branches of the military. — Read
more about it (Yr 1-3). Read more
about it (Yr 4-5 starting on p. 32).
Work in this area resulted in receipt
of a Vice President Gore “Hammer
Award”. ( See next section.)

– Vice President Gore’s “Hammer
Award” for reinventing
government as part of the DLA team for
the Virtual
Prime Vendor Project. The team of 30 included
three universities, 4 businesses and
several
government offices. Professor Jean Gipe
at the Cal Poly ATRC was the project
leader
for the three businesses creating a new
system that realized a $6.4 million (72.7%)
permanent inventory reduction for the Marine
Corp Recruit Depot – San Diego.
This was the prototype work that is
currently
being rolled out to all the military recruit
induction centers. — Read more about

Assistance
to Industry |
| |
|
| |
The
ATRC has answered over 2000 requests for
information and provided assistance in various
forms to industry.
From 1996 – 2000 the ATRC operated
a model demonstration factory producing
both military and commercial products on
a daily basis. The factory specialized in
low volume products produced in a modular
manufacturing system. The factory produced
commercial products including Hawaiian shirts,
fleece tops, jackets and other sportswear
items for over 40 customers. Additionally
the ATRC assisted over 120 on-campus departments
and individuals with their needs for apparel
products. |
